Authenticated command execution via unvalidated OpenVPN ciphers

Command injection in Netgate pfSense CE before 2.6.0 and pfSense Plus before 22.01 allows remote authenticated users to execute shell commands. The vpn_openvpn_server.php and vpn_openvpn_client.php pages fail to validate data_ciphers in p2p_shared_key mode, and backend code writes crafted OpenVPN script parameters into the generated configuration. Access to change OpenVPN client or server settings is required; successful exploitation permits arbitrary shell commands and file reads or writes.
