Network interruption via duplicate intent withdrawal

Improper intent handling in ONOS 2.5.1 allows remote attackers to interrupt network connectivity by withdrawing a duplicate intent. The intent framework lets an equivalent intent with a different key overwrite the original intent's flow rules, then deletes those shared rules when the duplicate is withdrawn. Reachability requires control-plane access through an application or REST client and knowledge of an installed intent; the original intent remains installed without its flow rules.
