Unauthenticated plugin configuration access via whitelisted API

Missing authorization in Apache ShenYu 2.4.0 through 2.4.1 allows remote attackers to read or alter plugin configuration via /plugin. ShenYu Admin places /plugin in its default Shiro whitelist, so requests bypass authentication and reach operations that list plugin details or create plugins. No account is required; exposed configuration can include passwords, while POST requests can change gateway plugin configuration.
