Identity impersonation via unbound certificate subject

Improper authorization in Dogtag PKI 10.12.4 and earlier allows remote authenticated users to obtain a certificate for another identity. The caServerKeygen_DirUserCert profile accepts the requested Subject identity without binding it to the UserDirEnrollment-authenticated directory account. Directory-based authentication must be enabled, a non-default setting; the resulting certificate supports impersonation within the domain but not message decryption.
