Local privilege escalation via writable Program Announcer directory

Incorrect default permissions in SmartSights WIN-911 2021 R1 and R2 allow local users to elevate privileges through Program Announcer. The installed ACL leaves the Program Announcer directory writable by low-privileged users, allowing attacker-controlled files to execute when the component runs. Exploitation requires local write access and subsequent Program Announcer execution, which runs the planted content with elevated privileges.
