Cross-site scripting via unescaped setup parameters

Cross-site scripting in phpMyAdmin 5.1.0 through 5.1.1 allows remote attackers to inject script through setup query parameters. Setup controllers accept attacker-controlled mode, id, formset, and related values, while a configuration form renders its action URL as raw HTML instead of escaping it. The setup script is reachable only when config.inc.php is absent, and exploitation requires a victim to render the crafted response, allowing code to run in that browser's phpMyAdmin origin.
