Memory exhaustion via exponent-negation overflow

Integer overflow in Go math/big before 1.16.14 and 1.17.0 through 1.17.6 allows attackers to exhaust memory via a crafted numeric string. Rat.SetString negates a parsed base-10 exponent to obtain its magnitude, but negating the minimum signed integer overflows and leaves it negative; the value then becomes an enormous unsigned exponent for the power-of-five calculation. Any code path that unmarshals attacker-controlled text into a Rat can consume unbounded RAM and hang, crash, or time out the process.
