Process crash via empty scalar broadcast vector

Denial of service in Google TensorFlow 2.7.0 allows attackers to crash a process by compiling broadcasts with only scalar shapes. simplifyBroadcast computes a zero maximum rank, creates an empty SmallVector, and passes its elements to tensor::FromElementsOp without a scalar result type. Reachability requires an application to process attacker-controlled TensorFlow computations through the MLIR-TFRT compilation path.
