Process crash via unchecked type-specialization failure

Reachable assertion in Google TensorFlow before 2.5.3, 2.6.0 through 2.6.2, and 2.7.0 allows remote authenticated users to crash a process. InferenceContext::PreInputInit treats SpecializeType failure as a debug-only check and then calls ValueOrDie on an error StatusOr object in production builds. Reachability requires an attacker-controlled graph or operation that causes type specialization to fail during shape inference; successful triggering terminates the hosting TensorFlow process.
