Stored XSS via unsanitized ResourcePicker SVGs

Stored XSS in Grafana 8.1 through 8.5.15, 9.0 through 9.2.9, and 9.3 through 9.3.3 allows remote authenticated users to run JavaScript. The GeoMap and Canvas ResourcePicker accepts external or data: SVG images without sanitizing embedded scripts, which execute in the viewer’s session. An Editor must modify a panel, and a more privileged user must view the dashboard; the script can act as that user, including changing an Administrator password.
