Service interruption via HTML-comment length bypass

Improper input validation in Discourse stable before 2.8.14 and beta before 2.9.0.beta16 allows remote authenticated users to submit overlength posts. StrippedLengthValidator measured a sanitized value that removed HTML comments instead of checking the raw post body against max_post_length. Posting privileges are required, and accepted oversized content can interrupt service without disclosing protected data.
