Authenticated local file disclosure via OpsGenie key path

Local file inclusion in Cortex 1.13.0 through 1.13.1 and 1.14.0 allows remote authenticated users to read local files via the Alertmanager API. validateAlertmanagerConfig accepts OpsGenie api_key_file and global opsgenie_api_key_file paths, causing Alertmanager parsing to read attacker-selected files. Reachability requires the Alertmanager API to be enabled and valid tenant access; exposure is limited to files readable by the Cortex process.
