AWS credential disclosure via unmasked Packer parameters

Sensitive-data logging in affected Spinnaker Rosco releases allows remote authenticated users to read AWS credentials from Packer logs. AWSBakeHandler passes aws_access_key and aws_secret_key Packer parameters into JobRequest without declaring them for masking, leaving their values in logs and Redis bake-job history. Low-privileged network access reaches the records only when AWS bakes use hard-coded credentials; affected ranges are before 1.27.3, 1.28.0 through 1.28.3, and 1.29.0 through 1.29.1.
