Cross-site scripting and CSRF in Liran Tal daloRADIUS 1.3 and earlier allow remote attackers to create an administrator account. The mng-del.php page reflects an unescaped username array value into the DOM, allowing injected JavaScript to submit an operator-creation form without a CSRF token. Exploitation requires an authenticated operator to follow the crafted link; successful execution grants control of user accounts and network configuration.
