Arbitrary file read via static path traversal

Path traversal in Galaxy 22.01 through 22.05 allows remote attackers to read files through its Gunicorn static-content handler. The static middleware's call method joins an untrusted path to the configured directory without normalization or an out-of-bounds check. Unauthenticated access requires direct exposure of the internal server; nginx or Apache static-file handling mitigates or contains the read.
