Service interruption via cross-project secret injection

Incorrect authorization in OpenStack Barbican before 14.0.0 allows remote authenticated users with an admin role to interrupt service. The legacy container_secret:post policy accepts the broad admin rule without requiring the request project to match the target container's project. An administrator who knows another project's container identifier can add secret references across the tenant boundary and consume protected storage.
