Editor crash via duplicate completion heap over-read

Heap buffer over-read in Vim before 9.0.0045 allows local users to crash the editor through duplicate insert completion. The ins_compl_add function compares a requested length against a shorter completion string and then reads cp_str[len] without first proving that the index lies inside the allocation. Reaching the fault requires interactive insert-mode completion with a duplicate match; the demonstrated consequence is termination of the Vim process.
