Service interruption via excessive HttpClient memory allocation

Resource exhaustion in Microsoft .NET, Visual Studio, and PowerShell allows remote attackers to interrupt applications through HttpClient. HttpClient allocates excessive memory while processing attacker-controlled HTTP traffic, exhausting the application's available memory. Exploitation requires an application using an affected runtime to exchange HTTP traffic with an attacker-controlled peer; the documented consequence is availability loss only.
