User redirection via localhost-bound web requests

Open redirect in Octopus Server affected releases allows remote attackers to redirect users to untrusted sites when bindings use localhost. Octopus Deploy has not published the affected request handler or the incorrect URL-validation operation that causes the redirect. The server's HTTP or HTTPS binding must use localhost, and a user must follow the resulting redirect, so the direct consequence is navigation to an attacker-chosen site.
