Jail escape via mutable netmap request race

A TOCTOU race in FreeBSD 12.3-RELEASE before p5, 13.0-RELEASE before p11, and 13.1-RC1 before p1 allows local users to affect the host. nmreq_copyin() computes the total size of a user-controlled nmreq, then trusts the mutable request during copy-in without preventing it from changing. Exploitation requires a privileged process inside a jail and netmap in that jail's devfs_ruleset; kernel memory corruption allows the process to alter the host environment.
