Authenticated code execution via profile-picture upload

Unrestricted file upload in Clinic's Patient Management System 2.0 allows remote authenticated users to execute PHP code. The profile_picture handler in /pms/update_user.php accepts a multipart PHP file without restricting its dangerous type, stores it under /pms/user_images, and leaves it web-accessible. A valid application session is required; requesting the stored file executes attacker-supplied PHP with the web server's permissions.
