Privilege escalation via unguarded user-list administration

Access control failure in Hospital Patient Record Management System 1.0 allows remote authenticated users to gain administrator privileges. The hprms/admin/?page=user/list route accepts a low-privileged session without enforcing an administrator authorization check, exposing user creation and privilege editing. Any non-administrator account can reach the route and assign full privileges to a new or existing user, compromising application authorization and protected records.
