Anonymous service access via incomplete policy revocation

Incorrect user management in CODESYS Control runtimes allows remote attackers to retain anonymous service access after it is disabled. The CmpUserMgr deactivation path removes Anonymous_ users and groups for only one registered component instead of every component registered through UserMgrRegisterAnonymousLogin(). The flaw requires anonymous login to have been enabled and then disabled; remaining components, including OPC UA, retain their configured read or write rights.
