User impersonation via persistent logged-out sessions

Insufficient session expiration in IBM Cúram Social Program Management 8.0.0 and 8.0.1 allows local users to impersonate other users. The logout path leaves the prior session valid instead of invalidating its server-side state. Access to an authenticated session left behind after logout permits reuse with that user's application privileges.
