Incomplete special-element filtering in Fortinet FortiWeb and FortiRecorder allows local authenticated users to read arbitrary files. Their command-line interpreters incompletely remove special elements from crafted command arguments before using those arguments to select files. Low-privilege CLI access is required, and successful exploitation discloses file contents without reported write or service-interruption impact.
