IMSI disclosure via missing TelephonyManager permission check

Improper authorization in TelephonyManager on Samsung Mobile Devices before SMR Jan-2022 Release 1 allows local users to read the IMSI. TelephonyManager returns the subscriber identifier without enforcing the READ_PRIVILEGED_PHONE_STATE permission required for that data. A locally running application needs no privileged-phone-state permission, and disclosure is limited to the subscriber identity with no reported write or service impact.
