Low-privilege DoS via SFP state inconsistency

Improper state consistency in Junos OS PFE allows local users to cause partial service interruption by making SFP ports appear unplugged. The PFE can lose consistency between SFP presence representations while processing heavy CLI activity, changing ports to an unplugged state despite no physical fault. A locally authenticated low-privilege user must create the busy condition; traffic is disrupted temporarily and port states recover when load falls.
