Denial of service via orphaned gRPC environment files

Missing resource release in Juniper Networks Junos OS and Junos OS Evolved allows local users to cause a service interruption via gRPC. The PAM component leaves the corresponding /var/run/.env file behind when a gRPC connection terminates, and repeated connections consume the available inodes. Low-privilege authenticated access is required; exhaustion prevents new filesystem writes and disrupts device services.
