FPC outage via unbounded SNMP GUID allocation

Resource exhaustion in Juniper Networks Junos OS Evolved on PTX Series allows remote attackers to make FPCs unreachable via SNMP polling. The SNMP handler allocates GUIDs while servicing repeated jnxCosQstatTable polls without limiting or reclaiming the finite GUID space. SNMP must be enabled, which is not the default; exhaustion asserts evo-aftmand-bt and leaves affected FPCs unreachable until manually restarted.
