Route installation denial via unreleased nexthop memory

Memory leak in the kernel of Juniper Networks Junos OS allows remote attackers to block installation of new routes. Interface flaps or route churn leave RTNEXTHOP route and next-hop memory unreleased until the Kernel Routing Table queue reaches ENOMEM and stalls, desynchronizing the RIB and forwarding tables. No authentication is required, and sustained route or interface churn exhausts routing memory rather than crashing the device, preventing subsequent route additions.
