PFE restart via low-TTL GRE packets

Denial of service in Juniper Networks Junos OS Evolved allows remote attackers to restart the PFE with a crafted GRE packet. The packetIO daemon does not reject or safely handle a received GRE packet whose TTL is 0 or 1, so packet processing restarts the Packet Forwarding Engine. Exposure is limited to PTX10003, PTX10004, and PTX10008 devices; continued delivery of such packets sustains the service interruption.
