Remote Telnet exposure via ineffective disable commit

Improper initialization in Juniper Networks Junos OS Evolved before 20.4R2-S2-EVO allows remote attackers to reach an unintended Telnet service. A disable-service commit fails to transition xinetd out of its listening state, so TCP port 23 remains bound after configuration says Telnet is off. The flaw requires an administrator to disable a previously enabled service; remote attackers can then contact the listener, while further access depends on Telnet authentication.
