Sustained denial of service via NETISR packet processing

Denial of service in the NETISR network queue of Juniper Networks Junos OS allows remote attackers to interrupt routing with crafted packets. The kernel repeatedly processes genuine packets traversing an IPv4 unicast ECMP unilist path, driving the routing protocol daemon CPU to 100% and sustaining the interruption. The packets must traverse an affected ECMP path; forwarding-plane CPUs continue operating normally, so the reported consequence is control-plane service degradation rather than a total forwarding halt.
