Packet-processing outage via IPv6 neighbor flapping

Uncontrolled resource consumption in Junos OS on ACX5448 routers allows adjacent attackers to interrupt packet processing via IPv6 neighbor flaps. Neighbor state changes leak resources in the Flexible PIC Concentrator instead of releasing them after use. Precisely timed, continuous flapping exhausts FPC resources, sustains the outage, and requires a manual Packet Forwarding Engine restart.
