Editor crash via stale terminal row indices

Out-of-bounds read in Vim before 8.2.5160 allows local users to crash the editor by changing terminal dimensions during use. In check_shellsize(), reducing Rows leaves cmdline_row and msg_row beyond the new screen boundary, so later screen handling reads invalid memory. Exploitation requires user interaction in an active terminal session; the fault can interrupt that editor process and expose or alter process memory.
