Cluster traffic exposure and tampering via omitted password

Cleartext transmission in Rancher 2.5.0 through 2.5.13 and 2.6.0 through 2.6.4 allows attackers to read and change cluster traffic. The RKE-template UI omits a Weave password when Weave is selected as the CNI, so the created cluster sends network traffic without encryption. Exposure requires a cluster created from an RKE template with Weave selected; clusters created without a template are unaffected.
