Arbitrary actions via network-exposed Dashboard API

Exposure of the Steve Dashboard API in SUSE Rancher Desktop 1.2.0 allows remote attackers on the local network to perform arbitrary actions. At launch, the background Steve service binds to all host network interfaces instead of loopback, exposing the unauthenticated API used by the dashboard. Any user on the same local network can access the API and act with the dashboard's capabilities, including reading or changing cluster resources.
