Service interruption via oversized admin connection pool

Resource exhaustion in NVIDIA FLARE before 2.0.16 allows remote attackers to interrupt service through admin-port connections. The HCI admin server permits 128 concurrent connections and allows each connection to reserve up to 512 MB, exposing as much as 64 GB of memory. No authentication or user interaction is required; exhausting host memory can make the FLARE system unavailable.
