Editor crash via unchecked line-zero cursor column

Heap buffer overflow in Vim 8.2.0648 through 8.2.5149 allows local users to crash the editor via a crafted Ex address. The parse_cmd_address function accepts line zero without validating the cursor column against the first line, so later mark parsing reads past the heap buffer. User interaction is required to make Vim parse the crafted command; the demonstrated consequence is a crash, with no published evidence of code execution.
