Process crash via unchecked convolution stride

Divide-by-zero in TensorFlow before 2.5.3, 2.6.0 through 2.6.2, and 2.7.0 allows remote authenticated users to crash a process. OpLevelCostEstimator::OpDimensionsFromInputs passes unchecked zero height or width strides to GetOutputSize, which divides shape arithmetic by the stride. Reachability requires an attacker-controlled graph or operation definition to undergo Grappler cost estimation; the bounded consequence is process termination.
