Unauthorized actor invocations via unchecked capability claims

Incorrect authorization in wasmCloud Host Runtime before 0.52.2 allows remote authenticated users on the lattice to invoke actors without declared capabilities. ActorModule passes provider-originated requests to perform_invocation without comparing the contract ID against the actor's signed capability claims. A linked capability provider can therefore trigger actor operations that the actor did not authorize and access or modify data exposed by those operations.
