Authenticated code execution via unsafe section parsing

Code injection in October CMS before 1.0.474, 1.1.0 through 1.1.9, and 2.0.0 through 2.1.26 allows remote authenticated users to execute PHP. SectionParser::render appended the full markup block after parsing section markers; the fix splits it again on section separators and retains only the final segment. Backend page-management permissions are required, and code execution is limited to panels using safe mode with restricted permissions.
