Guest traffic denial via multi-descriptor Vhost headers

Denial of service in DPDK 19.11, 20.11, and 21.11 vhost handling allows guest OS users to block other guests with crafted packets. The copy_desc_to_mbuf function assumes a Vhost header spans no more than two descriptors; a longer chain makes buf_avail approach 4 GB and allocates every mbuf. A malicious guest must submit the crafted descriptor chain through a DPDK vhost backend; exhaustion blocks traffic for other guests on the hypervisor.
