Local service interruption via TL1 memory leak

Memory leak in the TL1 function of Cisco IOS XR Software allows local users to cause a service interruption through TL1 commands. TL1 fails to free memory under some command-processing conditions, allowing the process to consume memory until the Resource Monitor threshold is reached. An authenticated device session and TL1 command access are required; Resource Monitor then restarts or shuts down high-memory processes.
