Authentication bypass in Cisco Identity Services Engine 3.1 before Patch 3 allows remote attackers to access all user-portal roles without credentials. The login page exposes sensitive SAML metadata that can be used to bypass user-portal authentication. Reachability requires an affected ISE 3.1 deployment with SAML login enabled; successful exploitation grants unrestricted portal-role access.
