Improper file permissions in Cisco Virtualized Infrastructure Manager 3.6 and earlier and 4.0.0 allow local users to elevate privileges. The /opt/cisco/mercury_restapi/app.conf file is readable by low-privileged accounts and exposes internal database credentials. Those credentials permit database viewing and modification, enabling privilege escalation on the management node.
