Authenticated device reload via NETCONF connection exhaustion

Resource exhaustion in Cisco IOS XE Software before 17.3.1 allows remote authenticated users to force a device reload through NETCONF over SSH. The NETCONF over SSH connection handler does not adequately bound simultaneous sessions, so a connection flood consumes device resources. The feature is disabled by default, and exploitation requires low-privileged credentials; the resulting reload interrupts the affected device's services.
