Administrator account creation via unchecked permission validation

Privilege escalation in Cisco Unified Contact Center Domain Manager allows remote authenticated users to create Administrator accounts. The web management interface accepts a crafted HTTP request without server-side validation that an Advanced User may perform the requested account operation. Valid Advanced User credentials are required; successful exploitation creates Administrator accounts that can access and modify associated telephony and user resources.
