Local privilege escalation via unprotected TTY broadcast

Incorrect authorization in Google Cloud Android 13 System allows local users to change the preferred TTY mode through an unprotected broadcast. DeviceCapabilityListener.registerReceivers registers ACTION_TTY_PREFERRED_MODE_CHANGE without requiring MODIFY_PHONE_STATE, so an unprivileged app can supply the intent. Exploitation requires local app execution but no user interaction, and the demonstrated consequence is limited to unauthorized modification of the preferred TTY mode.
