Local privilege escalation via unchecked blob bounds

Out-of-bounds write in Android 13 Framework allows local users to elevate privileges through a malformed Codec2 parameter blob. In media/codec2/hal/hidl/1.0/utils/types.cpp, parseParamsBlob advances by an untrusted parameter-reported size and validates the aligned offset only afterward, allowing processing to cross the blob boundary. A local low-privileged user can exploit the memory corruption without user interaction or additional execution privileges, gaining higher privileges on the device.
